6 February Minister of Culture and Strategic Communications of Ukraine Mykola Tochitsky commented on the introduction of sanctions on Russian cultural figures on the air of public, directors of museums and senior officials of the Ministry of Culture of the Russian Federation and Crimea.
It is about the decision of the National Security and Defense Council of Ukraine “On the use of personal special economic and other restrictive measures (sanctions)”From 4 February 2025 year. The decision was put into effect by Presidential Decree No. 68/2025.

According to the annex 1 to the NSDC decision, to the list of persons, To which personal special economic and other restrictive measures are applied (sanctions) entered, in particular:
- First Deputy Minister of Culture of the Russian Federation Sergey Obrivalin;
- Deputy Minister Volodymyr Osintsev;
- Head of the Department of State Protection of Cultural Heritage of the Ministry of Culture of the Russian Federation Roman Rybalo;
- President of the Union of Museums of, CEO;
- Director of the Podancture "State Museum of Fine Arts.. Pushkin ”Elizabeth Likhachev;
- Director of the State Historical and Archaeological Museum-Reserve "Chersonese Tavriysky" Elena Morozova;
- Head of archaeological expeditions Sergey Solovyov, Directly involved in illegal excavations in the territory of Chersonese Tavriysky - UNESCO World Heritage Sights.
Among 18 Persons with dual citizenship sanctions are entered, in particular, of:
- Olga Burova, the first deputy Minister of Culture of the Republic of Crimea;
- Director of the Melitopol Museum of Local History Yevgeny Gorlachov, who conveyed information about the place of storage of "Scythian gold" and received the Order of Occupation Order;
- Head of the Department of History and Archeology. Vernadsky ”Elzar Hirerdinov, which heads the illegal archaeological expedition in the occupied territory of Crimea.
The directors of the Russian institutions also found themselves under sanctions:
- Institute of History of Material Culture of the Russian Academy of Sciences Andriy Polyakov;
- Institute of Archeology of the Russian Academy of Sciences Mykola Makarov, who issued permits and were organized by illegal archaeological excavations in Crimea.
